Biography

Little is known of Konstantin Fedorovich Povarov. He was born in 1902. In his early career except that he served in the NKVD border guards. A person with the same name was promoted to junior lieutenant of state security in December 1935, and to lieutenant of state security in November 1937.[i] A study of the Bryansk region during World War II published in 2010 identified a K. Povarov as a leader of the anti-German underground in the town of Seshcha, northwest of Bryansk, soon after the German invasion in 1941. This is a plausible position where Povarov may have served. However, the study does not provide enough identifying information to determine whether this K. Povarov is the same as Konstantin Fedorovich Povarov.[ii]

At the beginning of 1942, Povarov was a senior lieutenant of state security serving as chief of the OO of the Eighth Army on the Volkhovskiy Front, which covered area south of Leningrad. In March 1942 he defected to the Germans and was held as a POW until the creation of the KONR. He joined the KONR in early 1945 with the rank of major and was assigned as a company commander in a KONR officer’s school.[iii]

No information is available about his life after the war. А Soviet court sentenced him to execution in March 1946, but there is no indication that he was repatriated to the Soviet Union.[iv] He likely changed his name, making it easier to disappear in post-war Germany.
