In May 1946, Roze was working as an interpreter for the NKVD in Germany, escaped to the British Occupation Zone. He was born in 1921 in Riga, Latvia, attended college, and joined the Komsomol in 1940-1941. He lived in Tukums, Latvia, until 1944, when he joined the German army, in which he served to the end of the war.

He became a Soviet POW in in Germany in March 1945, and while in the POW camp he was recruited as an interpreter for the Parchim NKVD Operational Group of the Soviet Military Administration in Germany. He escaped to the British Zone in May 1946, and by 1968 he was living in Caracas, Venezuela, working for an American oil company. The 1979 KGB Wanted List mentions Venezuela but does not specify Caracas or an American oil company.[i] The KGB had information that he may have served as the mayor of his town. A military tribunal sentenced him in absentia to execution in August 1951.[ii]
